“Clearly government has a duty of care to its citizens to ensure laws and regulations are complied with. The Wrongs Act 1958 (Vic) makes it virtually impossible to successfully take legal action against statutory authorities in situations where you could have reasonably expected that they owed a duty of care or that they breached that duty of care.”
