Transportation Policy Research Paper/Memorandum

Policy Problem Position Paper

Policymaking is complicated work regardless of where it occurs. For this assignment, you must pick a transportation policy either here locally in Southern California or in your selected state, region or country. Select a policy that is currently up for consideration or has been considered in the last 15 years. If you take a policy for 15 years ago, write the paper as if you it is occurring in the same time frame. When transportation policy is concerned, politics are intense due to involvement of conflicting government agencies, active interests and ambiguous data.

For this scenario, you are senior staff to Transportation Commissioner. You have been asked to prepare a memorandum (research paper) based upon your understanding of the issues—including substantive technical, political and long range policy considerations—recommending how the commissioner should rule on final permitting of the chosen project.

Your 10-page memorandum (research paper) should reflect the following:

Based upon the technical data and expert opinion presented—is the project a ‘technical and prudent alternative?’ How should the Commissioner address the relative ambiguity in the data in making the decision?

With respect to political pressure, what are the political realities of the situation? Identify the political issues involved and the relative power of the groups/actors involved. For example, how does the Commissioner weigh the relatively the potential opposition of NIMBY middle and upper income communities with private firms, unions and the ‘belief’ that the Governor is supportive of the project?

Finally, your recommendation must provide long-term precedent-setting guidance. How this decision is made may influence future transportation and environmental policymaking in your state or region. Consequently, the issues of equity, process, economic and environmental impact must be considered in a way that can be applied to future decisions.
