Project #51566 - how do Europeans view the Ottoman and Qajar Empires in the eighteenth century?

The Question: On October 28th and October 30th, you read accounts by three accounts, two by Europeans, William Franklin and Lady Wortley Montagu, and one written by an Ottoman palace secretary who defected to Russia, Ellias Habesci aka Alexander Gika.  Based on these three accounts how do Europeans view the Ottoman and Qajar Empires in the eighteenth century?
