1.      Clarify what specific duties the first officer(s) to a crime scene is obligated to fulfill.

 

 

 

2.      Explain the documentation of events by the first officer and the changing sequence of command when an officer of higher rank arrives.

 

 

 

3.      Describe the specific duties of officers first at a crime scene when a suspect needs to be arrested, transported, how to handle witnesses at the scene, and provide a command post that is away from the scene (and possible family members).

 

 

 

4.      What are actions that should be taken by police officers who receive a report of a possible homicide?

First Officer's Duties

 

This module focused on three of the foundational principles to focus on when beginning a crime scene investigation.  The homicide investigation starts at the crime scene.  It matters greatly what the first officer who arrives at the scene finds out.  He/she must be sure to: 1) preserve life, 2) arrest the suspect (if present), and 3) protect the scene.  Immediate and appropriate notification must be made to homicide investigators per department regulations.

 

The methods of determining death (or life) of the victim were given along with factors that could irreparably damage the crime scene-weather, relatives and friends of the victim walking around, suspects or associates, curious onlookers, souvenir collectors, ordinary thieves that can produce a profusion of fingerprints and, not least-other members of police agencies and high-ranking officials and the media.  Protection of the crime scene is a full time job.

 

Finally, you learned that the behavior of the first officers on the scene are the most crucial in maintaining the integrity of your scene, possibly save the victim's life, and notify homicide experts to take over a fresh scene.  Of equal importance are the next steps the first officers on scene do as other circumstances arise.  For instance, the victim you sent alive to the hospital may arrive DOA, or die there and the homicide investigation is on.  A Patrol Officer's Checklist is provided.  So the duties of the first officer(s) will make or break a case.
