Consider the great legacy of the age of liberal revolutions throughout the world -- the concept of freedom.

John Stuart Mill said that "the only purpose for which power can be rightfully exercised over any member of a civilized community, against his will, is to prevent harm to others." What is he saying about the relationship between the freedom of citizens and the role of communal government in this quote?

Do you agree with Mill? Does the principle of "no harm" apply to any freedom? Or are there specific freedoms that a communal government has no right to interfere with regardless of whether they could be harmful to others? If so, which ones?
