CLASS PROJECT—FIRST TASK

In the class project each team will be evaluating the budget and budget processes/practices for one of the cities assigned in the CAFR assignment.  The project will involve several tasks that will be spelt out over the next several weeks. The end products will be a paper and presentation that critically evaluates the budget and budget processes/practices for the city.

The first task involves preliminary exploration of the cities’ budget. Each team should look at the proposed or just adopted budget for the next fiscal year.  Look at the appropriate budget and the most recent CAFR which should be for 2013. Read the narratives at the start of the documents. Identify the priorities for the year.  Also identify the key step and actors in the budget process. Who gives guidance? What form is the guidance? What is the roll of line agencies? Who makes key decisions? Does the administration present a balanced budget to the legislative body? What types of reviews occur at the various steps in the process?  By the finance department/director.  By the city manager and/or mayor.  By the legislative body.  You may also need to look at past budgets and CAFRs as well as documents for budget hearings.

Also look at the substance in the budget. What are the major revenue sources? How do they estimate revenues? What are the major categories of expenditure?  In what detail are expenditures classified?  Which categories are increasing?  Decreasing? Is the budget balanced?  Using what criteria?  If there a separate Capital Improvement Plan (CIP)?  What are planned projects over the next several years? What is the amount of debt? How much is debt service?

Next, learn a little about the history and economy of the city. Read the blurb on Wikipedia, on the cties’ website and in other general references.  What are the trends in population growth? What are the key industries? What is the level of retail activity?  Are there any particular issues over the last several years in the community that will have an impact on the budget?  New development?  Lawsuits?  Changes in political climate or public officials?

Finally, make sure you have identified all the basic documents that you need. Is the proposed budget posted?  How complete is it?  Does the narrative give you a good idea of the budget process? After we talk about the roll and functions of the budget in the next few weeks, you will be asked to assess the effectiveness of the budget and the budget processes/practices in meeting different budgeting objectives.  

CLASS PROJECT—SECOND TASK

 

The second task involves budget objectives and reform. There are three objectives of budgeting—a fiduciary roll, a performance/management roll and a resource allocation/planning roll. To what extent does the budget and budget practices in your city meet these objectives?  What is the roll of information and process in meeting these objectives? What reforms would be required for the budget to meet the various objectives? Give examples to demonstrate your proposals. For example, if you are proposing more general expenditure categories to give managers more discursion, give examples for a particular department to demonstrate your point. If you are suggesting performance standards, give examples. Also demonstrate their use by looking at the standards over time in the city and in comparison with similar cities. 

Also review the city’s policies. How do they define a balanced budget? Is it appropriate? What is their policy on reserves? Is it reasonable? What is emphasized in the budget preparation process? Is the focus appropriate? What is the focus in the adoption process?  Is it appropriate? Who is dealing with the various issues involved in the budget process? Are the right groups addressing the right issues?

The emphasis of the first task was primarily descriptive and the gathering of information on budget practices and processes. The emphasis of the second task is evaluation and analysis.  The evaluation and analysis involves two efforts—first a determination of what is good and bad or what works and doesn’t work, and second recommendations for change and improvement.
