The New York Times editors argue that in order to address the rising caseload of aging inmates in need of mental health care “states must pursue other avenues.” Please discuss how federal and state agencies can best address the rising mental health costs of the aging inmate population.

 Conclusion (the synthesis of the paper’s ideas should be effective)

• Create an appropriate title.
